After two trips to the Deep South alongside civil rights icon and Georgia Democrat John Lewis, the pressure is on Eric Cantor to deliver on the Voting Rights Act.

The majority leader has made a major, personal investment in connecting to the civil rights movement — something that ultimately could prove important for a GOP that regularly polls in the single digits among African-Americans and poorly among other minorities.

But translating participation in the Faith and Politics Institute’s annual pilgrimage into legislative text that can win support from the bulk of the Republican Conference isn’t an easy task.

And so far, Cantor hasn’t laid out a clear path for a bill nine months after declaring his support for a congressional response to the Supreme Court decision striking down the VRA’s core enforcement mechanisms.

Democrats have signaled that they trust Cantor, a Virginia Republican, on this issue, and that the extent to which he is able to help advance a VRA fix depends largely on his ability to mobilize his flock, many of whom are hostile to the idea.

“A lot of what is happening on the other side of the aisle wouldn’t be happening if it were up to Cantor,” said the House’s No. 3 Democrat, James E. Clyburn of South Carolina, adding that many far-right Republicans “relish in gumming up the works.”

Cantor spokeswoman Megan Whittemore said the majority leader is working diligently to address “concerns on all sides” of the issue.

“[He] wants to see if we can find a path forward and really get it right,” she said. “He wants to make sure we preserve every American’s right to vote.”

For sure, there are Democrats who have strong feelings about what Congress should do to address a revised VRA. For one thing, they want to make sure states with historically high frequencies of voter disenfranchisement and discrimination are still held accountable.

When the Supreme Court handed down its 5-4 ruling in June, it gutted the preclearance provision that required many states — predominantly in the South — to obtain federal court approval before changing local voting rules and regulations. Any VRA rewrite taken up by Congress would address the preclearance requirement, and the bill that’s been introduced by former Judiciary Chairman Jim Sensenbrenner, R-Wis., and current ranking member John Conyers Jr., D-Mich., would limit states subjected to that mandate to only four: Texas, Louisiana, Georgia and Mississippi.

“I’m catching hell from the left,” Clyburn, the House Democratic Caucus’ point person on bipartisan VRA negotiations, told CQ Roll Call. “They don’t think the bill is good enough. I just read a piece … from a person from the NAACP down in Mississippi or Alabama, just a scathing commentary.”

But Clyburn said the vast majority of his colleagues were prepared to support a VRA fix that, while not perfect, was a step in the right direction. Sources familiar with talks agreed with that assessment, adding that it was important not to conflate outside activists’ stated opposition with any serious interest in derailing efforts on Capitol Hill.

“Civil rights groups are attempting to refine their positions but have no ultimate disagreement with the aims of the bill,” said one House Democratic aide close to the negotiations. “They’re not going to oppose it. To the extent that there is a delay based upon substance, it’s not the Democrats.”

If a VRA rewrite fails to advance in the House, Democrats say, blame will rest squarely on Republicans.

Many Southern GOP lawmakers lauded the Supreme Court for removing the stigma that their states were hotbeds of racial intolerance and recognizing that these states had over the years changed their ways. These same members are less than enthusiastic about Congress putting them back in the preclearance penalty box.

One such lawmaker is Rep. Gregg Harper, R-Miss., who participated in the past week’s pilgrimage. He described the chill he felt standing in the Jackson, Miss., driveway where Medgar Evers, a black civil rights activist, was murdered in 1963 with his wife and children just inside their home — but he said that the experience didn’t change his opposition to a VRA update that would single out states like his.

“You can’t have something that creates different classes of states. And if you’re gonna do something, it’s gotta apply to everybody,” Harper said. “Why wouldn’t it be based on future events instead of pulling people back in based on something that has happened in the past? What’s your standard gonna be?”

Cantor also has to navigate pushback on a rewrite from some outside conservative groups.

“It is 2014, not 1965. This bill really isn’t about the [Supreme Court] decision. It is about having the federal government manipulate election rules and propagate racial gerrymandering and guarantee success for Democratic candidates,” according to a Heritage Foundation analysis on the Sensenbrenner-Conyers proposal. The think tank’s advocacy arm, Heritage Action for America, aligns itself with this position.

House Minority Whip Steny H. Hoyer, D-Md., expressed an opposite view on Tuesday: “We ought not to delude ourselves or pretend that there are some who believe that limiting the number of voters through various means is advantageous,” he said.

Hoyer said he and Cantor had a chance to talk about the VRA during the pilgrimage, however, and that they would be meeting again this week to follow up.

“He’s been very positive in his response and I’m hopeful we can bring this bill to the floor before the summer,” Hoyer told reporters at his weekly briefing, adding that he’d received no specific promises about what Cantor would and would not support.

“He didn’t make any representation as to what he was going to do or not do,” he emphasized. “I don’t want to leave you with that impression.”

In fact, Cantor has not yet even said whether he would support the legislation introduced by Sensenbrenner and Conyers, or anything resembling that framework.

On Tuesday night, Conyers suggested that Cantor was still a hard figure to pin down.

“Eric Cantor was with us in Alabama and Mississippi over the weekend, so he was improving his credentials,” Conyers said. “But we didn’t have any discussions, as a matter of fact.”

        If we go from a 38% tax rate to 20% tax rate with a balanced budget the private sector will grow from $11 Trillion to over $16 Trillion. Tax revenue won’t decrease 48%. Tax revenue will only decrease 24%. Half of Washington won’t have to go on a permanent vacation, only one out of four. Employment will increase 25% so displaced bureaucrats will have lots of new opportunities to contribute to society.

        If we get down to a balanced 10%, $20 Trillion – more than a 60% increase in jobs if half of Washington goes on a permanent vacation, each dollar earned buys ($0.90/$0.62) 45% more, and hard America becomes a soft warm place.

        John Nash’s beautiful mind recognized the importance of interactions in which the results of one person’s choices depend not only on his own behavior but also on the choices of another person. There is a related game called Ultimatum. You and your partner split $10. Less than $3 deals disgust and anger. The dealer has a pulpit.

        There will always be zero-sum losers who just accept less than $3 deals and think the key to success is being an abusive dealer. A $7-$3 deal isn’t better than a $6-$4 deal because $7-$3 deals turn into $6-$2, $5-$1, and $4-two bit deals. Rainmakers turn everything to dirt because they feel entitled to $7up and someone else has to pay for the diet $7up.

        Obama and company’s overall 30% to 40% tax and spend policies have systemically increased the public sector by 25% and eliminated 10 million private sector jobs. For the first 150 years of our existence, we were 10% tax and spend country. Present day Switzerland, Russia, and much of Eastern Europe are 15% tax and spend countries.

        The 10% public sector corresponds to a bottom 20% to top 20% ideal distribution is around $3.50,$4.50,$6.25,$8.25, and $11.25.

Over the last 40 years relative wealth distribution went from ($2.75,$4.00,$5.25,$7.00,$9.25) to ($1.25,$2.00,$2.75,$3.50, & $18.50). 30% to 40% Obama has taken us to ($1.00,$1.75,$2.50, $3.25, and $16.75). If the dollar is no longer the world currency, ($0.75,$1.31,$1.87,$2.41,$12.19). The above mentioned Bitcoin arrangement would lessen the wealth disparity.

        With some modifications, Bitcoins can indirectly tax on transaction size. After the transaction gets above $700,000 or so the taxes get much higher.

        Bitcoins could proactively tariff. If a 40% nation trades with a 10% nation, the relative tax is 25%. 80% of the tax proceeds go to the 10% and 20% of the proceeds go to the 40% nation thus creating better and better governance.

        Without government or coin clipping distortion, free markets naturally consolidate wealth in larger and larger metropolitan areas around about 0.7% compounding interest. Second place is the first place loser but a peek is worth ten estimators. A 5% to 10% tax difference between low and high population density areas is enough to leap past the first place loser. Over time all the metropolitan or region areas will become about the same size and thus less of a threat to the ruling elite.

        The 10% poor are 3 to seven times better over than the 40% poor. Bitcoins could also turn the down and out into limited individual bottom up central bankers.

        The elite Architects of the bitcoin ponzi scheme can be compensated for creating good governance. If they create a 10% world they get to make $22.50. If we the people create a 40% world, the elite only get $16.50.

        Prior to the Civil War we were on the gold standard, our banking system was decentralized, we had 10,000 currencies, and the system worked just like our founding fathers (primarily Jefferson) envisioned. To promote free market stability, have say 1000 worldwide bitcoin systems no more 5% of the currency market with at least 15 used in each market. If someone is clipping coins, the currency won’t create so much havoc.

        In the 1910s, there was a wave of immigration. One of Wilson Ivy league buddies gave the immigrates IQ tests. 98% of the immigrates were idiots, imbeciles, and morons who did better than the rest of us over the next two generations except the minority groups that specialized on succeeding in government or were dependent on the state.

        Models, templates, and people systems make the difference. From 1920 to 1965, the borders were closed and everyone understood how the American way works and why the centralized banking Statist way doesn’t.

        One government job has and probably will always cost about six private sector jobs, related tax revenue, and general happiness. A stable money supply, something we haven’t seen since 1934, creates the innovative middle class. Steps to make metropolitan areas, nation and worldwide, more evenly sized makes sense.

        Eliminate 50% of Washington, cut Federal Taxes 50%, and have a strong dollar policy, two years down the road everyone will forget about all this fascist nonsense.

    First, there isn’t any legislation needed. The Shelby County decision was correct and was aimed at only one section of the Voting Rights Act – the preclearance provision, requiring some (mostly southern) jurisdictions to get permission in advance from the federal government before making any change related to voting – and the rest of the Act remains in full force, including other, potent enforcement provisions for every jurisdiction in the country.

    And, indeed, for better or worse the Justice Department and civil-rights groups are now using those other provisions to try to advance their agendas, which amount to a war on voter-ID requirements and ensuring the continued racial gerrymandering and segregation of voting districts. There’s no evidence that the Left needs more weapons in its arsenal; all that’s different in the post–​Shelby County world is that now its lawyers have to prove racial discrimination before they can get court relief, which is the way that every other civil-rights law works.

    The second point: Much in the bill has nothing to do with Shelby County at all. Rather, the Court’s decision is being used as an excuse to enact the Left’s wish-list in voting policy. In particular, the Left wants to promote its plaintiffs’ lawyers to the status of the attorney general in making civil-rights enforcement decisions. All this is a standard demand for the civil-rights groups whenever they (deservedly) lose a case and run to Congress.

    The Left’s agenda is, of course, a decidedly color-conscious one. Thus, the bill itself features racial classifications, and offers protections for “minority voters” that it withholds from “nonminority” voters.

    Key provisions of the bill attempt to reinstate the “preclearance” provision of the Voting Rights Act by amending another section of the Act so that it is triggered even when there has been no constitutional violation, as is now required by that section. This raises the same sort of constitutional issue that resulted in the Shelby County decision in the first place, since Congress would again be acting to limit state prerogatives even though it lacks a constitutional predicate for doing so.

    What’s more, the new legislation is an attempt to ensure that the Voting Rights Act works principally as a “disparate impact” statute. This approach to civil-rights enforcement is favored by the Obama administration, as shown by its new school-discipline “guidance” this year. But that approach is not about stopping real discrimination; it’s about ensuring racial proportionality by eliminating legitimate standards and procedures.
