Goodlatte: Border Crisis ‘Disaster of President Obama’s Own Making’

After concluding a bipartisan, fact-finding tour of the immigrant crisis on the Southwest border, House Judiciary Committee Republicans said Thursday the onus is on President Barack Obama — not Congress — to address the surge of Central American women and children entering the country illegally.

In a conference call with a small group of reporters, Judiciary Chairman Robert W. Goodlatte, R-Va., and Rep. Darrell Issa, R-Calif., said that while there were may be some things the House could do to confront the matter head-on, this was a crisis of Obama’s making and he should be the one to fix it.

“If the president came forward with targeted changes … [and] tweaks to the law that would make it easier for [Customs and Border Patrol] and [Immigration and Customs Enforcement] to do their jobs, the Congress should look with care at that,” Goodlatte said. “But when the president said the other day that the House should pass the Senate’s comprehensive immigration reform, that, to me, is exactly the wrong thing to do to solve this problem.

“This trip has confirmed that this is a disaster of President Obama’s own making,” he continued. “He has many tools that he could use right now to quell this activity.”

Issa, a Judiciary panel member and chairman of the Oversight and Government Reform Committee, agreed.

“[Goodlatte] made it clear he stands ready to make minor changes to the law that would correct imperfections” in the last immigration rewrite passed in 2008, Issa said. “But the 2008 law did not cause this. The president’s own statements and policy caused this. Any changes in the law would have to involve the president’s reversing.”

Goodlatte and Issa, among other House Republicans engaged in the issue, have said that Obama’s unilateral actions on immigration policy have caused vast misinformation campaigns in Central America, leading parents to believe that if they take, or send, their children to the U.S.-Mexico border, those children will be able to enter the U.S. and stay.

That assessment has prompted Issa to put pen to paper, drafting a letter co-signed by 32 colleagues that calls on Obama to send a signal to these children and their families by ending the 2012 executive action that provided stays of deportation to undocumented immigrants brought into the country illegally by their parents — the so-called “Dreamers.”

Goodlatte and Issa traveled through the Rio Grande Valley Wednesday and Thursday with Texas Republican Blake Farenthold, Texas Democrat Shelia Jackson Lee, and Democratic Reps. Zoe Lofgren, Calif., and Joe Garcia, Fla. Asked whether he took away from the trip any indication that House Republicans and Democrats could work together to address the crisis back on Capitol Hill, Goodlatte demurred.

“There are some aspects we can work with on a bipartisan basis, but there are also those who view this issue differently than we do,” Goodlatte said of Democrats, who tend to view the problem through the prism of the need for a comprehensive overhaul of the nation’s immigration laws, something that no longer seems viable in the 113th Congress.

In an interview with CQ Roll Call on Wednesday, Farenthold suggested that the Judiciary Committee’s findings, paired with the outcome of Thursday’s House Homeland Security Committee field hearing in McAllen, could determine what action Congress might take back in Washington, D.C., next week.

Farenthold added that Speaker John A. Boehner, R-Ohio, asked McCaul to hold the hearing and also convened a special working group to advise colleagues on the crisis, both of which suggested an interest in continued engagement on the part of GOP lawmakers.

The Appropriations Committee might respond to the administration’s request for emergency funding to bolster border resources, but based on Goodlatte’s statements, it now appears more likely than not that the House GOP will largely focus its energy, leading up to the midterm elections, calling out the Obama administration, rather than moving legislation, at least through the Judiciary Committee.

During their tour of “a number of facilities along the U.S.-Mexico border” that included those in McAllen, Brownsville, Harlingen and Port Isabel, Goodlattee said the delegation found that the “vast majority of minors who are unaccompanied meet up with their parents who are in the U.S. illegally, and there are a great many who come here with their parents.”

“There are almost as many people showing up in family units, almost always with children, and … they’ve been informed in their home country through advertising, through drug smugglers, through human traffickers, that if they come to the U.S., either unaccompanied as children or with their children, they are going to be admitted into the United States and be allowed to stay,” Goodlatte continued.

Further, Goodlatte said, children are being instructed not to resist apprehension by agents at the border, believing that if they endure detention at a holding facility they will then be released into the custody of a family member in the United States waiting for them.

“Border patrol agents that we spoke with were pretty consistent in saying the best way to stop this crisis is through deterrence,” Goodlattee said. “They were very clear that deterrence must be the focus, and there must be an end to the so-called ‘catch and release’ policy, because that’s what’s driving here … There’s little if any consequence right now for illegal immigration and that needs to change.”

In a press release sent to reporters following the call, the argument is made that “word has spread to the Americas and beyond that women and children are not priorities for removal, as outlined in the Obama Administration’s immigration enforcement ‘priorities.'”

The press release also highlights the finding that “strict environmental rules prevent Border Patrol agents in the Rio Grande Valley Sector from accessing federal lands along the border” and that officials “cited restrictions on federal lands as a burden to doing their job of securing the border.”

Goodlatte said that members on the trip were told that smugglers were charging anywhere from $4,000 to $8,000 to smuggle children into the United States, and that while they weren’t permitted to speak to children in the detention center, he and Issa did get to interact with some children and adults in the midst of being apprehended near the Rio Grande River.

“Their stories,” he said, “are basically, ‘I wanted to come to the United States, I wanted to be reunited with a family member in the United States and I’ve been told that if I come, they’ll let me in.”

Studies have shown that without the illegals it would add approx. 30 cents to a head of lettuce but farmers would invest in labor saving devices that would drive the cost back down.

        You’re missing the robotics revolution that is making great strides in agricultural equipment, i.e., a robotic milking machine, a robotic lettuce picking machine, and other such advanced equipment is being developed. A bit of an agricultural labor shortage would raise wages (which the Obama and the Dems have been pushing), and it would be an impetus to develop more of these labor saving machines. An agricultural labor surplus is (historically) antithetical to technological advancements.

    Migrating to America legally is, and should be, a thorough procedure meant to protect the interests of American citizens. It involves more than simply jumping a fence and heading north in pursuit of free health care, education, food stamps, and other handouts paid for by broke U.S. citizens and a Bankrupt nation!

    Legal immigration means enduring rigorous hurdles like background checks to detect a criminal background or possible ties to terrorists; medical examinations to detect diseases still prevalent in third-world nations, but long since eradicated here; proof of financial solvency so as to prevent newcomers from becoming a burden on U.S. taxpayers, and testing for knowledge of American history and English skills.

    Those who have jumped a fence into America in order to avoid our immigration checks are not immigrants. Rather, they are invading criminals, with no claim whatsoever to the welcome mat extended to legal immigrants.

    Such people do not deserve recognition, sanction or amnesty by the United States, and should be rounded up and deported as soon as possible, alone with the corrupt politicians that support this invasion.

    In truth, illegal aliens have invaded our nation, leaving America vulnerable to undetected crime, terrorism, disease, and financial devastation at the hands of people with no legal or moral justification for being here.

    Senator John Boehner, and his Republican party, has failed the three million of unemployed Americans without an extension of benefits, since late last December. While he fought tooth & nail in the senate, on behalf of the Koch Brother’s Oil Pipeline bill, he used every tactic available to him, to try to kill the extension bill. Him and his cronies have successfully drove millions of struggling families into financial ruin and deep debt, which many might never recover from. While Billions have been approved for the Ukraine, and more for the defense of Europe, these families are left in financial ruin. Over the past six months more and more of these families are facing homelessness. The Government no longer seems to care. They have walked away from the issue. There has been an intentional lack of media coverage of this crisis, in the hope that it would just go away. How can our government walk away from three million American families like this? It’s shameful.

    Comprehensive Immigration Reform” needs to be considered realistically. This is massive Amnesty for every illegal alien who can claim, even fraudulently, that they somehow qualify.

    The next question is what is likely to be the impact of these illegals on our nation. This topic has been extensively researched and the results are highly negative. A number of references make this point all to clearly.

    1. The 1997 National Academy of Sciences study found that each low-skilled immigrant costs $89,000 over the course of his/her lifetime. Of course, the numbers would be much higher now (thanks in part to Obamacare).

    “The NRC estimates indicated that the average immigrant without a high school education imposes a net fiscal burden on public coffers of $89,000 during the course of his or her lifetime. The average immigrant with only a high school education creates a lifetime fiscal burden of $31,000.”

    2. There is little evidence that the children, grandchildren, and great-grandchildren of illegals will do much better. Samuel Huntington looked at this subject in his book, “Who Are We”. See Table 9.1 on page 234. The bottom line is that educational attainment rises from the first to the second generation and then plateaus at levels far below the national average. For example, even by the fourth generation only 9.6% of Mexican-Americans have a post-high school degree.

    3. The Heritage foundation found that low-skill immigrant households impose huge tax costs on Americans. See “The Fiscal Cost of Unlawful Immigrants and Amnesty to the U.S. Taxpayer”. The summary is

    “In 2010, the average unlawful immigrant household received around $24,721 in government benefits and services while paying some $10,334 in taxes. This generated an average annual fiscal deficit (benefits received minus taxes paid) of around $14,387 per household. This cost had to be borne by U.S. taxpayers. Amnesty would provide unlawful households with access to over 80 means-tested welfare programs, Obamacare, Social Security, and Medicare. The fiscal deficit for each household would soar.

    At the end of the interim period (after the Amnesty is complete), unlawful immigrants would become eligible for means-tested welfare and medical subsidies under Obamacare. Average benefits would rise to $43,900 per household; tax payments would remain around $16,000; the average fiscal deficit (benefits minus taxes) would be about $28,000 per household.

    Amnesty would also raise retirement costs by making unlawful immigrants eligible for Social Security and Medicare, resulting in a net fiscal deficit of around $22,700 per retired amnesty recipient per year.”

    4. Heather MacDonald has written extensively on the bleak realities of mass unskilled immigration. I recommend “Seeing Today’s Immigrants Straight”. Key quote

Still, Mexico is a huge country, with many high ability people who could fare very well in the United States. Why have Mexicans done so badly? The answer is primarily immigration policy.”

    I think there is fault here, but not President Obama’s. This story is beginning to look suspicious. I recall first seeing articles about the influx of immigrant children going back about two months on conservative blogs and hearing about it on conservative talk radio. Then the situation began to escalate and increase, as if it conveniently played into a tea party narrative being conspired and manipulated. How do thousands of children immigrants come to make the long trek across all of Central America through Mexico into the United States, how much money did it take to fund such an enormous undertaking. There is no way that these many families from these countries had anywhere near the funds to have the outcome that has manifested. Money had to have come from elsewhere. There is no reason for any drug cartel to benefit from such an adventure, there is no government that would fund such an enormous migration. Who would stand to gain by creating this situation. Who would have the money and who would have a reason to go these lengths. Who would make this possible and for what political gain. Certainly there is no other reason, no one is making money with this situation and why were children targeted– parents don’t relinquish their children without some reasonable assurances, not in these numbers, not these many children. Something other than rumors had a hand in creating this influx, someone other than some charlatan convinced parents to entrust their children onto them. Why have we not investigated these families, the money trail, the ones transporting and being paid for transporting and by whom.Just a thought. There is no overwhelming change in the countries where these children are coming from that would cause such a large migration. There has been no economic collapse, the economies have sucked for years and continue; there has been no revolution/ civil war or war in general; there has been no more crime than there has already been. There is no political motivation for this specific migration to be happening. Now consider; people pay up’s of 10, 000 dollars or more per person to immigrate through regular illegal channels. There is no way- TEN OF THOUSANDS of children’s parents all simultaneously had this much money and further NO ONE is doing this for free or at a discount. This migration was a concerted effort, planned and executed in these large numbers. A lot of hands had to be greased for them to travel from El Salvador, Guatemala, Columbia…; and through Mexico. This was seamless, has been happening without a hitch. Now, why children— that’s the oddest thing of all— who would benefit from making that decision exclusively (there is a smatter of mothers, but largely teenage children and below). Why not just anyone, why not adults. That of and it itself seems especially peculiar. It is as if it was a calculated forethought. So why children; maybe because they have to be detained and deported since they can’t be released. They certainly can’t disappear into the mix and get a job and survive. Maybe it was because precisely they were more manageable with the afterthought that they would be readily deported. Maybe children were selected because the powers that created this situation wanted to manipulate the tea partiers into a frenzy so they can take the heat for deporting children. Something about this puzzle doesn’t fit, something about this stinks. None of it makes sense, not the migration, not the reasons, not the money, not the children and certainly not why parents would entrust known transporters that have a history of just killing those they transport at times. Someone has spent a lot of money to make this happen.

    If he hasn’t done anything else, Obama has made two important points very clear: 1) those who choose to leech rather than work can receive an endless supply of food stamps, welfare payments, AFDC, WIC, Medicaid, free school breakfast and lunch, free child care, subsidized housing and public transportation, free or subsidized utilities, free or subsidized higher education, “Earned Income” Credit, SSI disability payments, etc., etc.; and 2) all illegal immigrants are welcome to the “freebie” party. Only middle-income hardworking taxpayers are considered heartless, because we resent giving all the freebies to those who never have and never will lift a finger to help themselves or anyone else.

    We don’t need immigration reform. All we need is for our law enforcement agencies (yes, ALL of them) to just enforce the laws already on the books. There are already enough effective laws to stop illegal immigration dead in it’s tracks. If they won’t enforce current law, they won’t enforce any new laws either.

    In the 1986 Reagan amnesty, the illegals got their amnesty but U.S. citizens never got much in the way of enforcement. Every time someone came up with an effective way to deport illegal aliens, our government and special interests stifled their efforts and look where we are now.
