Speaker John A. Boehner of Ohio is making a mistake pushing for an immigration overhaul this year, according to one of the House Republican Conference’s former top immigration negotiators.

Rep. John Carter of Texas, one of four GOP congressmen who was part of bipartisan negotiations over comprehensive immigration policy changes last year, said voting on the matter this year would distract from the party’s efforts to highlight flaws in President Barack Obama’s health care law.

Boehner told the conference and the press last week that leaders and committee chairmen will produce a blueprint outlining agreed-upon principles for overhauling the nation’s immigration system, leading many to speculate that votes on the issue could be held later this year.

“I’m opposed to voting on a bill this year,” said Carter, who was a member of GOP leadership last Congress. “I was in conference when John announced that. It was a surprise to me as much as it was a surprise to anybody else.”

Carter added that the votes could leave Republicans vulnerable to primary attacks from the right, especially if, as is expected, the changes take on the question of the legal status of some 11 million undocumented immigrants living in the United States.

“I personally think this is the wrong time from our standpoint to go forward on immigration,” he said. “It’s an election year. I mean Texas is in the middle of primaries right now.”

That said, Carter would contribute to policy change efforts if he is asked, he said. His views on timing do not necessarily mean he will oppose bills if they come to the floor.

Carter’s criticism echoes that of some of the staunchest critics of an immigration overhaul, underscoring just how difficult it will be to pass anything this year. Rep. Steve King, R-Iowa, for instance, said that he’s worried that leadership is heading down a path many GOP members would rather avoid.

“I’m concerned about an effort to stampede our conference,” he said. “Any day that we’re discussing immigration here, having a debate on the floor or in committee and capturing the news media cycle on it, is a day that we’re not fixing the calamity of Obamacare.”

Others in the conference are cheering Boehner’s move, however, including Rep. Mario Diaz-Balart, R-Fla., who is engaged in negotiations hoping to produce piecemeal immigration bills.

“I’m ecstatic about it. I think it’s a very important step to make sure the House and the country realizes what the Republican principles are,” he said.

GOP leaders have said from the start that border enforcement should be the first priority of any immigration overhaul effort, and sources speculate it will top the list of principles.

Homeland Security Chairman Michael McCaul, R-Texas, passed a bill through his panel last year that begins to deal with border enforcement, and he said he expects to follow that effort next month with a border enforcement strategy that includes a price tag. He said his discussions with Customs and Border Protection officials leads him to believe he can write a bill that spends less than the $60 billion the Senate allotted for enforcement.

A top priority, he said, is redeploying military assets used in Afghanistan and Iraq to the border, including sensor technology and drones. When asked whether American would be comfortable with domestic drone use, he said he thinks their use at the border is appropriate.

“They don’t like drones internally in the United States, but if you’re defending our borders with them, there’s more of an appetite for them,” he said. “I mean, they’re not drones equipped with hellfire missiles. It’s purely for surveillance.”

            Unfortunately, I realize that “unemployment” for 14% of people currently in the United States is a hard concept to understand.             My family immigrated over here in 1699, and they did it legally. We aren’t talking about legal immigration. I have no problem with legal immigration. I do have a problem with the people who won’t even “sign a book at Ellis Island” to get here, but just hop a river, or jump a fence to steal jobs.

            Being as much a child of God as I am isn’t an issue. Nor is it an issue of someone taking my job. I’m not about to lose my job to an illegal. The issue is that we have an economy that has never recovered from the housing crash and 14% unemployment.

            Bringing in more low wage workers is going to further depress wages and cause more issues for everyone. With the government printing money like crazy to keep the system afloat (Quantitative Easing) it will further hurt the economy, not help it, to bring in more foreign workers.

            When we passed amnesty in the 80s we saw a huge surge of workers come in from other nations. Don’t tell me we are just talking about who is here, because just the act of talking about amnesty encourages more to come here in hopes of being able to stay.

            We simply do not have the jobs to support them.

At issue are the federal child tax credits that can be claimed by persons with dependent children under age 17. Some Democrats are already defending these child tax credit payments that have gone to those without a valid Social Security number, accusing Republicans who want to end them of a heartless attack on children.

        Several versions of this viral email all cite a recent investigative story by an Indianapolis television station, but WTHR-TV is far from the first to notice. TheWashington Post and others reported on this last year when the Treasury Department’s inspector general for tax administration issued a report on July 7, 2011.

        The title of the report summed up the IG’s finding: “Individuals Who Are Not Authorized to Work in the United States Were Paid $4.2 Billion in Refundable Credits.”

        The credits currently amount to $1,000 per child, and they are “refundable,” meaning that parents may receive refunds even when they do not owe any tax.

        The IG report stated that more than 2.3 million persons who did not have Social Security numbers valid for working in the U.S. got an average of roughly $1,800 each in 2010 in child tax credit refunds. That included 9,000 illegal immigrants who each got a total of $10,000 or more by retroactively claiming credits for tax years prior to 2010.

          law, and by “the law,” on
          immigration.

          What is being done is that a limited and temporary exception is being created for a certain class of people that will give them relief from the threat of deportation (as long as they don’t commit a major crime) for a period of two years.

          It isn’t a path to citizenship. It won’t allow anyone who isn’t a citizenship to vote. And, anyone who is covered by this policy will still have to go through the same process as everyone else to receive a work permit.

          This isn’t even the only such exception that has been implemented by an American President. There’s one that applies to refugees from Central America that has been in place for more than a decade now, and another that applies to immigrants from China that was put in place under George W. Bush.

            According to the House Judiciary Committee, the Obama administration released 47,000 illegal immigrants who were in state and local prisons and went on to commit more crimes, including charges of 19 murders, 3 attempted murders and 142 sex crimes. By refusing to deport illegals 30 and under, Obama is drastically reducing deportations. Over 50% of these illegals have criminal records.

So 50% of the time Congress does not want to tackle difficult issues because they would rather put them off in hopes of winning a few seats in an election? I am not naive, i get each side wants to win, but winning has so far trumped actually doing their jobs that they might as well not even pretend.

        recent Breitbart

        “Transnational criminal enterprises have annually invested millions of
        dollars to create and staff international drug and human smuggling networks
        inside the United States; thus it is no surprise that they continue to
        accelerate their efforts to get trusted representatives in place as a means to
        guarantee continued success,” the Border Patrol agents wrote.

        “We must never lose sight of the fact that the United States is the market
        place for the bulk of transnational criminal businesses engaged in human
        trafficking and the smuggling, distribution and sale of illegal drugs. Organized
        crime on this scale we are speaking about cannot exist without political
        protection.”
        According to those retired border agents, by refusing to secure our border
        the Obama administration is openly facilitating the trafficking of drugs into
        the United States…
        “Most heroin, cocaine, meth, and marijuana marketed in the United States is
        produced outside of our country, and then smuggled into the United States,” they
        wrote. “The placement of trusted foreign employees inside the United States is
        imperative to insure success in continuing to supply the demand, and returning
        the profits to the foreign organization. Members of these vicious transnational
        crime syndicates are already well established in more than 2,000 American cities
        and their numbers are increasing as networks expand and demands accelerate.
        These transnational criminals present a real and present danger to all
        Americans, and they live among us.”
        Sadly, in politically correct America you can’t even talk about the problem
        of illegal immigration these days without being labeled as a “racist”.
        For the record, I believe that all people deserve love and respect no matter
        what they look like or where they are born. God created us all and He loves us
        all very much. I have long been a
        very strong advocate for racial reconciliation in this country, and I will
        continue to be.
        Unfortunately, we have a system of immigration today that greatly rewards
        lawless behavior. We have made coming into this country through the front door
        exceedingly difficult, but we have left the back door completely wide open.
        So hard working, law-abiding people that want to do things the right way are
        kept out, but those that want to come here and commit crimes or abuse the system
        are free to come on over any time that they would like.
        What sense does that make?
        Our immigration system is completely broken, but these days we cannot even
        have a rational debate about these issues. In politically correct America,
        illegal immigrants have become a “favored class” of people that you are never
        supposed to say anything bad about.

        In fact, D.H.S. let illegal immigrants out of prison no matter what crimes
        they have committed…

    If immigration reform crashes, there will be one and only one reason: a failure of leadership by House Republicans.
    The votes to enact meaningful reform already exist. The only question is whether House Republicans will allow them to be cast.

      Rule 1 of Immigration Politics: If politicians benefited from secure borders, they would have been secured a long time ago – and we would not have politicians working very hard on behalf of 11M+ citizens of foreign nations, tens of millions of their relatives and others who will be brought here by “immigration reform”.

    This is ridiculous. Why consider ANY type of amnesty (legalization or path to citizenship)? There are immigration laws in effect that this administration illegally chooses to ignore. Strictly enforce those laws and secure the border. Also end the “anchor baby” problem… those kids should not be instant Americans, entitled to every tax-payer paid freebies available.

      Good point, OwnItObama. Is has been known for years that a ridiculous number of illegals enter our country when thy are about ready to have their baby, just to make the kid a citizen. We should have residency laws stating that you must be a legal citizen for at least 9 months before your child is a citizen, just because it was born here. But alas, I am wasting my breath.

    Until our Government secures the border, the problem of people illegally entering our country will continue. The 1986 Immigration Bill promised to secure the border…yet we have 10-12 million people in our country illegally today. According the DHS statistics, 66% of these crossed our borders illegally. The only politicians that vote on an immigration bill this year are IDIOTS. Enforce the 1986 Immigration Law.

    Have you noticed that the economy of our ruling class is booming and at historic highs as signified by the stock market? Yet, the economy of middle and working class American citizens putrefies further with more and more Americans leaving the tax-paying workforce everyday.

    And the biggest “bipartisan” effort in our government since Obama was elected will devastate the economy of regular American citizens to benefit tens of millions of citizens of foreign nations – and of course, politicians (votes) and their wealthy cronies (lower wages).

    It’s a scheme to take power: Chuck Schumer and GOP “leaders” have a deal that will give those GOP leaders enough “Hispanic votes” to keep their corrupt behinds in office while the Democrats drag the nation to the far left, completing Obama’s promised “fundamental transformation of America”…

    were pushing for amnesty –and jobs –for 11 million illegal aliens. The sad
    thing about the proposed amnesty that would
    ultimately admit 30 million more immigrant workers, is that minorities such as
    African-Americans and Hispanic-Americans would be the ones to suffer the most
    if amnesty was granted. They are the
    very people who Dr. King struggled and ultimately died to protect and elevate.
