Gen. Odierno: Russia Stealing From Iran’s Playbook?

Army Chief of Staff Gen. Raymond T. Odierno is suggesting the use of surrogates — like the kind Russia is leaning on in Ukraine — could be the future of warfare.
“Is that the playbook? We’ve watched Iran do this for years, so is this a certain playbook that we see?” he said at the Aspen Security Forum late Wednesday. “We have to figure out how we combat something like that as we move into the future.”
Surrogate warfare is something Odierno has viewed up close. When he was the U.S. military’s second in command in Iraq, he bashed Iran for supporting insurgents.
Odierno, addressed a host of security issues at the forum, calling the picture right now “the most uncertain time in the 38 years I’ve been here.” He said Iraqi troops lacked confidence in their political leaders, which is one of the reasons they performed so poorly against the jihadist group that calls itself the Islamic State.
