FCC Filings Mount As Election Day Nears

Below is a quick list (replete with typos) of filings the FCC has received recently from TV/Radio stations. Note that stations can delete and add items at will.  The groups include the Virginia gubernatorial candidates, the American Petroleum Institute, United 4 Missouri, Missouri Club For Growth, and other state and local entities.  These are filings to the FCC since September 12th.

FEC Disclosure Takes a Hit in Nonelection Years

Many PACs and parties (with the exception of national party committees) have the option to file only two FEC reports during nonelection years. Nonelection years are years in which there are no regularly scheduled federal elections. The other option is to file on the 20th of every month, disclosing the previous month’s activity.

Below is a table showing PAC/party filings filed by month so far for 2013. Notice that the totals for June reflect both semiannual and monthly PAC/Party filings since the filing dates coincide. The number of filings reflects newly registered filers and terminated filers, as well.

Vice President Joseph R. Biden Jr. has a long campaign finance trail. It started prior to the creation of the Federal Election Commission  and before Watergate. Biden was first elected to the Senate in 1972 and was re-elected six times. He also ran for president in 1988 and 2008.

Although not publicly declared as a candidate for the 2016 presidential race, Hillary Rodham Clinton is considered a likely candidate. With the exception of the time since resigning as secretary of State, Clinton’s personal financial data along with campaign money going back to 1999 has been on the public record.

The best starting point for examining campaign and personal funds begins at this link on Political MoneyLine. On that candidate profile, you’ll see all campaign donors, groups making independent expenditures for and against her, personal funds reports reported to the secretary of the Senate, along with related groups identified with her over time.

Americans For Prosperity, a 501(c)(4) organization established in 2004 by Charles and David Koch, made a $17,500 media purchase and an $8,500 media purchase in Raleigh, N.C., through their Encino, Calif., agent, Target Enterprises.

The WRAL-TV contract states, “Demographic: Women 35-64.”

Thus far, Wikipedia has identified 17 potential Democratic presidential candidates and 35 potential Republican presidential candidates for 2016.  Although likely candidates aren’t immediately required to file any “testing the waters” reports, they need to be careful about funds used for early “non-campaigning” activity.  FEC regulations give candidates plenty of leeway when considering a run for president … specifically using a reasonable test for raising funds solely for testing the waters.

However, potential candidate who are current office holders or those who have held office often have pockets of money that have been set aside (sometimes for years) that might now be used to make that important trip to Iowa or New Hampshire … under the pretext of official business or non-candidate-related travel.

In the next few days, Political MoneyLine will zero in on some potential presidential candidates for 2016 and give an historical picture of each one’s past and current political spending activity at the federal level.  And, when possible, point readers to glimpses of publicly disclosed non-federal monies.

McConnell Boosting Super PAC, Kentuckians for Strong Leadership, Takes to the Air

Kentuckians for Strong Leadership, a super PAC supporting Senate Minority Leader Mitch McConnell, has taken to the airwaves in Kentucky. NBC television affiliate WAVE filed today a new list of several time buys by the pro-McConnell Super PAC.
This follows an earlier filing on July 18 by WAVE showing June and July buys by KSL.

In another filing today by WAVE, Senate Majority PAC, a pro-Democratic Super PAC,  purchased more than $20,000 in advertising to run during July.

Politico has reported that Matt Bevin has made purchases in the Louisville media market. However, no FCC filings have yet disclosed these media buys.

WAVE also reported on July 18 several media purchases for June and July by left-leaning Patriot Majority USA.
