Susan Rice on Internet ‘Norms’ and ‘Behavior’

National security adviser Susan E. Rice gave a speech today about the Obama administration’s efforts to use coalitions and collective action to solve international problems, and she extended that framework to the Internet itself. But she was careful to acknowledge that online, everything is a work in progress.
The Obama administration is “building partnerships to set standards of behavior to protect the open, reliable, and interoperable Internet, and to hold accountable those who engage in malicious cyber activity” she said, according to a White House release of her prepared remarks at the Center for a New American Security’s annual conference. The U.S. is also “working with our partners to expand international law enforcement cooperation and ensure that emerging norms, including the protection of intellectual property and civilian infrastructure, are respected in cyberspace,” she said.
