The White House’s self-congratulations on Obamacare don’t appear to be slowing down any after last-week’s victory lap, judging by a background briefing with a senior administration official Monday.

Republicans bet big that the Affordable Care Act was going to be a failure, and they were wrong, said the official, who spoke to reporters on the condition that no direct quotes would be used. The GOP may think the health care law is going to sink Democrats, but that is not going to happen, the official said.

Instead, the Affordable Care Act would go down as one of the greatest achievements by any president in history, the official predicted, comparing President Barack Obama’s legislative achievements in his first two years in office favorably to President Lyndon Johnson’s accomplishments. (For those keeping track, LBJ’s achievements include civil rights, voting rights, Medicare and Medicaid, to name a few). The president will speak at an event later this week at the LBJ Presidential Library in Texas.

The official also told reporters that Johnson had other advantages, like being able to employ earmarks and other tools that don’t exist any more. The 36th president had a more reasonable and rational GOP to deal with, the official said.

Unexpectedly achieving more than 7 million initial sign ups last week — and adding another 200,000 over the weekend — helps give the administration more space to talk about other issues, namely Obama’s opportunity agenda and pushes on minimum wage and pay equity, the official said.

While many in the press, including Roll Call, termed the White House’s celebration last week a victory lap, the administration official cautioned that the president sees it as just one marker in the law’s progress.

Some other tidbits and opinions from the official at the briefing:

  • The administration would be willing to have constructive talks with Republicans on an unemployment extension but won’t be subject to a hostage negotiation. So far, the White House hasn’t seen Republicans propose anything that could pass the Senate. (Read our story on what’s next for this legislation here.)
  • The official didn’t endorse Rep. Luis V. Gutiérrez’s declaration of July 4 as a time-frame for House action on immigration, but suggested the administration would probably know sometime this summer if the House is going to act. Any executive action would be limited and not be a substitute for congressional action, but the president is committed to finding a more humane way to execute the law.
  • The official riffed on the lack of productivity of the Congress, but said some things are still possible, like patent reform and immigration.
  • The president’s pen and phone agenda is exemplified by the minimum wage fight. The official highlighted state efforts and companies giving raises. Success won’t just be measured by Congress but by how many people have more in their paychecks at end of year.
  • The CIA’s review of the Senate Intelligence Committee’s detainee report would be done as quickly as possible, but the official didn’t set a time frame.
  • Republicans have one moderate left: Susan Collins of Maine.
  • Opposition to equal pay will likely hurt Republicans.
  • Democrats have been very good on Obamacare messaging. The official noted Democrats saying they are open to considering bipartisan ways to improve the bill.

    Has there been a president less like LBJ? LBJ was down in the trenches, talking, schmoozing, twisting the arms of members of Congress. He was personable, approachable, and knew how to get things done. Whether or not you think he was a good president, or right (I don’t), he was the antithesis of Obama, who is a terrible leader, disdains talking to even members of his own party, and who has no clue what he’s doing. Their ideology may be the only thing similar, and LBJ’s War on Poverty has led to more poverty (but at least it cost a ton of money)… As have O’s policies.

      Well said. It appears that Obama really hates the influencing, schmoozing and arm-twisting that successful politicians must employ. It’s becoming even more clear that Obama, although he has an ideology, really doesn’t know how to get anything done. He’s simply a figure head. That said, I’m mildly afraid to know who is pulling his strings behind the scenes.

        No one. He came in with a policy, and the ACA will be his legacy. If you want to look at strings pulled: Cheney’s war in Iraq; Bush didn’t wake up until the end, and then he yanked Cheney’s chain. No one is pulling Obama’s “strings”.

He was able to play the dirty politics that D.C. has always excelled in. Obama is not as able to do that, but he knows what good policy is. He is just working against one of the worst, bought and paid for Congress since Truman’s “do-nothing” bunch. This Congress has achieved absolutely nothing to benefit the American people, nothing. They go home as often as they can to campaign to be re-elected to do nothing some more. Worthless bunch. When you follow a loser like Ted Cruz, you are not in D.C. to do your job.

      Please enlighten us, Jsw: Stats about how the War on Poverty created more poverty. And, the ACA will save money; in fact, it already has. Hospital costs have gone down; doctors are joining groups as employees, salaried. You can wish it will all fail, but it won’t. It has already helped people who had no access to insurance. The same arguments were raised against Medicare and Social Security. Look at the rest of the industrialized world: Germany, France, England, Belgium, The Netherlands, Austria, Spain, Italy, all of Scandinavia, and Japan. None of those countries are going broke giving their citizens health care. Only the U.S. has a for-profit system, with middle men deciding who will get health care and who will not.

People are being let go while others have their hours cut. People are being forced to give up their Doctors and the treatments that work for them all in the name of Obamacare. Small businesses are afraid to hire. It hurts the American workforce. Hence the reason Obama is pushing for the $10.50 per hour minimum wage increase. Just slight of the hand by offering your more pay per hour, you will more readily accept your cut in hours. Win-win? Not a chance when employers have to pay more per hour, they cut back on hours and on hiring.

      The Democrats keep screaming that the Republicans are racist, that they are the champions of the black man. But it was Democrats who fought tooth and nail against the Civil Rights Act of 1964, including Democratic governors George Wallace, Lester Maddox and Orville Faubus. The majority of Republicans voted for the act, the majority of Democrats voted against it. LBJ’s statement quoted above is the true Democratic attitude toward blacks: “Let’s buy their votes.”

        Southern Democrats fought the Civil Rights Act. Northern, Mid-Western, East and West Coast governors did not fight against civil rights. There were black students in all universities and colleges, except in the South.

      But, he worked with Everett Dirksen and he did pass the Civil Rights Act. Whatever he said, he did the job. And, without LBJ and Dirksen there would have been no legislation. By the way, LBJ was poor, hill country Texas. He was from another time and era. But, he passed a major piece of legislation: Black citizens got the right to vote. I remember this because I had friends who left law school to ride those buses in Mississippi to register black voters. And, who were the two governors he was schmoozing? Did they need to hear that? Probably. LBJ was a master politician. I remember Bull Connors, do you? Before that, Eisenhower sent federal marshalls South to escort black students into segregated colleges. When you really examine it, why should any Americans have had to go through any of that? Black working people paid taxes; they supported public schools with their taxes. Southern towns and cities were glad to take their money. It was an awful time, and it was terrible to watch. Now, it’s done. If you don’t like black people, fine. But, they have the same rights and privileges you do. They are American citizens. Deal with it.

          When LBJ voted for the Civil Rights Act he said that the Democrats would lose the South, but he voted for it. LBJ was not trying to keep black people on the “plantation”; he was doing the right thing for the right reasons. It wasn’t a matter of altruism, it was the right time. McConnell is going to get payback; Kentucky instituted a successful ACA rollout. And, McConnell’s numbers don’t look good for re-election. The laugh is on the Republicans who wasted time trying to repeal the ACA. That is all they did. Other than repeal activity, they have accomplished nothing. We have bridges falling down; interstates in terrible shape; schools that need to upgraded to match the rest of the industrialized world; and a bloated DOD. That is where they spend their time and effort to ensure that all those military bases stay in each Congressional District. They could do something constructive there: turn those bases into WPA centers, put veterans back to productive work repairing and rebuilding this country. We don’t need a lot of pork filled MIC spending bills. How many admirals and generals do we need? Just filling their time, punching their tickets. Just like this overpaid, underworked, underachieving Congress.
