Reid: Unemployment Benefits Extension Will Pass This Week (Updated)

Updated 7:31 p.m. | Senate Majority Leader Harry Reid, D-Nev., predicted Senate passage of a bipartisan unemployment insurance benefits extension this week, and urged action by the Republican-run House.

“I’m confident we will pass this legislation here in the Senate this week here and hopefully the Republicans in the House will have the soft hearts and strong minds to pass it over there,” Reid said on the Senate floor Monday. “It’s in their hands.”

“This is a matter of significant importance for millions of Americans,” Reid noted.

On Monday evening Reid set up a vote for Wednesday on advancing bill in hopes of finishing work on the proposal by week’s end. He also filled the amendment tree in an effort to keep any amendments from being offered to the bipartisan proposal, which was negotiated over months by five Democrats and five Republicans.

Action on the bill in the House is doubtful at best, given that Speaker John Boehner, R-Ohio, said he had concerns over implementation of the bill as voiced in a recent letter by the National Association of State Workforce Agencies.

Supporters of the bill cite a subsequent letter from Labor Secretary Thomas E. Perez that gave assurances that all the issues raised by NASWA were surmountable.

Consideration of the unemployment insurance measure comes after the Senate clears a judicial nomination and a bill that would prevent a 24 percent cut to doctors beginning Tuesday, otherwise known as the “doc fix.”

Ten Republicans voted to advance the bill Thursday, and Reid lashed out at the remaining Republicans for their lack of support.

“Here in the Senate last Thursday only 10 out of 45 Republicans voted to help Democrats break the three-month filibuster,” Reid said. “In fact, the GOP Senators from the state with the third-highest population of eligible long-term unemployed — Texas — both voted to block an extension of benefits. It’s as if they simply don’t care that some of their own constituents are teetering on the verge of indigence.”

But Republicans argue that Democrats are more interested in using the issue for political gain than actually seeking a solution.

Senate Minority Whip John Cornyn, R-Texas, argued on the Senate floor Monday that if Democrats were interested in seeking a solution they would allow amendments to be offered to the package.

“Unfortunately, the only conclusion that I can draw is that if the majority leader is not interested in having a honest and open debate about how do we solve the problem then something else must be driving his agenda,” Cornyn said. “I think we should get back to the day when collectively we were more concerned about solving problems than trying to beat on an issue and gain political advantage. But that seems to be the road we are headed on based on the majority leader’s decision not to allow any votes on amendments.”

He said that among the amendments Republicans want to offer is a proposal from Sen. John Hoeven, R-N.D., authorizing construction of the Keystone XL Pipeline, which backers argue would create jobs.

Cornyn also made the case that extending unemployment benefits is the wrong strategy and that Congress should focus on passing legislation that creates jobs.

“The best thing we could do is to get out of the way. Let the economy grow again by making the environment more conducive to the people who invest, take risks and start business or grow small businesses,” Cornyn said.

He also said that extending long-term unemployment benefits runs the risk of giving people less incentive to look for work.

“People react to incentives,” Cornyn said. “And when the government continues to pay unemployment benefits for people who are out of work, human nature is such that people are dis-incentivized to go back to work, and look for work, on occasion.”

He also called for retraining workers instead.

“At a time where the American people are desperate for more jobs and more work, the majority leader is steadfastly determined to pass legislation which would dis-incentivize people from going back and looking for work and would in fact discourage work and discourage job creation,” Cornyn said.

      Easy, the people of Texas are all for big oil. The irony of this that according to the March 19 report from the BLS, Texas ranks third for highest unemployment rates with California & New York as #1 & #2 respectively. And let’s not forget that Ohio (Boehner’s home state) is #11.

      The philosophy that the unemployed (and I rank among the millions borrowing what we can from family to keep the basics paid [gas, electric, water] need incentive to get off unemployment & find work blows my mind. I went from $925/wk employed to $344/wk unemployment so I’d say I have plenty of incentive to find a job.

      They spout about job creation rather than handouts (funny, I’m pretty sure my employers from 40+ years of working paid into the system just in case something like this happens). It’s not the job of our government to create jobs, that’s why we have free enterprise. If they really want to see jobs “created” in the US, stop allowing massive tax breaks to the big businesses that are outsourcing millions of jobs overseas. And I’m not just talking about all the customer service phone positions sent to India, but entire manufacturing facilities being moved south of the border & elsewhere.

      And while I’m on my soapbox … Why not take away all politicians salaries & perks (salary for staff, per diems for meals, gas, travel)? If they can afford to run for office, they don’t need the, what to them, is a pittance of $174,000 per year salary. The White House does not need three (yes, three) calligraphers at a combined salary of $277,050, nor should we be paying someone to care for the President’s dog ($102,000/yr in 2012). In 2013, WH staff (not including gardeners, chefs, housekeepers, etc.) were paid a total salary of almost $39 million.

      Guess I’ll take my “old math” (because obviously 2+2 no longers equals 4) and move to the Ukraine or some other country where I can get help from the government that we voted into office.

      And no, I’ll seriously doubt that the GOP will suffer come November. For several reasons, two of them being that most of the US is so busy keeping a roof over our heads we don’t have time to follow all the BS, the long term unemployed will be living under bridges, and mainly because all cats are black in the dark (in other words, they are all corrupt).

My last employer has not laid anyone off in 39 years so he paid faithfully in as required for 39 years with no claims against him, so…where did that money go? FUTA and SUTA is mandatory with fines and penalties. Lots of companies have not laid off or had claims so where does all of it go? Sorry, my little soapbox question.

Also, be aware, many of the unemployed are/were Republicans, Democrates, Conservatives, Veterans, etc. Unemployment affects everyone, it doesn’t exclude a particular party. The average salary of a congress representative is $200,000, and in 2013, they only worked 126 days! Nice part time job! Who is hardworking?     I think what’s worse than the Republicans deliberately stalling, and dragging their feet these past several months, is that they’ve made us feel that we’re actually wrong to expect help from the government. There are others (employed) that think the same way also. But I would like to remind the politicians and some of the public, that we unemployed, have worked many years paying into the system , for others who were in need of help. This money came out of our paychecks in the form of taxes. These taxes were also used to bail out the Banking and Airline industries, several years back. I’m sure I don’t need to remind everyone, that after the bailouts, the CEO’s of these companies were actually given huge Bonuses. Only in America can a corporation destroy an economy, get bailed out, and give themselves huge bonuses. All thanks to you and me the tax payers. (the 99%). There wasn’t much debate in the congress and senate to decide to use tax payers money to bail out these greedy corporations. However, the unemployed have had to wait patiently, hoping and praying that the senate will pass the unemployment extension bill to help them. Just the other day the congress approved a billion dollar foreign aid bill for the Ukraine. Again, the bill seemed to pass quickly through the congress. There was no waiting or debate about approving it. The unemployed have been used by both political parties, as “bargaining chips”, and “political leverage”. They’ve been playing “party politics” while these families have faced evictions, home foreclosures, bankruptcy, and homelessness. These families have been hurting these past three months, while the senate takes break after break, vacation after vacation, all in the hope that the unemployed would just go away. However, I wish to remind them, that we are angry and will make sure we’re heard on election day at the polls. There is more than two million of voters who have been affected by their lack of compassion and human decency. And we will be heard loud and clear at the polls

I think he should try living on $300 per week and see how much of an incentive it is to him to not work and be satisfied with living on that amount.     I’m tired of hearing about it already, the back and forth blaming of parties!!! It is high time both sides come together & get this done!! We need BOTH EUC & JOBS BILL!! If this is so complicated and to difficult for the Senate to understand …then you all need to be in the unemployment line with the rest!!     I don’t understand why there are a need for two votes from the senate before it goes to Congress. This headline is giving me a false feeling that “s” is about to hit the fan and we are going to be in the same position we have been for the past 4 months. Might as well kiss my finding a new home that is not the street and vehicle all of it good bye. Time to start looking for more food from churches and pray that i find a job of any kind soon. I would settle working for a Burger King or Mcdonald’s if they would hire me. I need to eat and haven’t been doing a good job of that either. The money would be crucial too. Please somebody help us all. We need 60 votes to get this extension. One senator/congressman, Republican from one of these states that vote no, please change your vote to yes.

    It does kind of make you more laid back; Ive been on the extension. There is some truth to that. With that said its not easy to find even 30k a year job or a job with any sort of permanence nowadays. Employers are being too specific with what they ask.

    My unemployment will be gone next week. Mortgage business is BAD BAD BAD!!! 67 applications later and still jobless. Now I’m supposed to pay for healthcare when I can’t keep a roof over my head. WTF!!!! So if they penalize me for not having healthcare that’s okay because at this rate I won’t have to file a return because you have to have a job to do that!!

    Adding amendments to a bill in order to get it passed is extortion in my book… that is why we have spent unnecessary $ on bridges to nowhere and other pork… time to pass/fail a bill on its own merits for TEAM USA instead of concentrating only on singular local self interests. Congress / House… be the adults the electorate expect you to be!

    On extended unemployment, Americans oppose this. Remember, Clinton ended basic poverty relief, saying that there “is NO excuse” for long-term joblessness, and Americans applauded. He said that any aid provided must be strictly time-limited, to “serve as an incentive to get up every morning and find a job.” Americans cheered. We got what we said we wanted, so don’t blame politicians for that. Reality is, not everyone can work, due to health or circumstances, and there has been no time in modern history when jobs were available to all who needed one. Anyone who went to school knows that this isn’t our first long economic downturn. In the past, those whose UI ran out before they could secure jobs turned to welfare. Rolls went up with downturns, back down as the economy improved. We ended this.

    I see it this way. Pass the extension, Quit taking a break and work on making new jobs. Not everyone is wanting to just sit at home collecting a check. When one job opening is available there are hundreds applying for it. If this extension does not pass then there will be people without a home to sit at. This country is going down the toilet and the rich will leave it as soon as it does.

    Our government could care less if are kids don’t have food to eat. But they will send food all over the world to make sure they are eating. If you and Patty Murray have not left the UI bill out of your budget deal, the unemployed will not be in the position they are in. Did you really think the American people do not know the truth?     I really need to vent……..I worked hard for 31 years. I am (or was) middle class, I am middle aged, and I worked in middle management. I have now been laid off for almost 8 months. I collected my 26 weeks of unemployment, and have had no income for 2 months. I have a professionally designed resume, outstanding qualifications, and stellar references. I have no doubt that I will find work, but it is taking far more than 26 weeks, for people like me to find work. At first I didn’t worry too much. I am doing my part to find work, I am doing the right thing. However, I need a little bit more help, and my government refuses to do the right thing. I have always been a patriot, proud of my country and my government. I hate to admit that over the last several months my belief in my government, has all but diminished. I feel let down and left behind. Our senate finally irons something out, but it’s obvious Mr. Boehner is ready to shoot it down. So sad, most of our government officials just cannot relate to the struggles of the every day American person, or maybe they just don’t care…….. I really can’t figure out which.

    While the crisis in the Ukraine, is newsworthy and important, let us not forget the more than two million unemployed workers, and their families, who had loss their benefits last December, still waiting for the Unemployment Extension Bill to pass in the senate. Since late last December, the Republicans have dragged their feet, and have put off passing the bill, while millions of families have been suffering on account of it. For the first time in many years, the senate failed to extend the benefits for the unemployed, leaving these poor families to suffer eviction, home foreclosures, bankruptcy, and homelessness. Even though the congress quickly approved of Billions of dollars in aid for the Ukraine. How is this possible? How can the republicans justify spending Billions of tax payer’s dollars on foreign aid, yet refuse to help poor Americans at home? These workers were not asking for something that they haven’t already paid into over the course of their working years. These families need help, and need it now. If our country can use tax payer’s money to Bailout Huge Corporations, they should be also capable of giving assistance to those who have worked for it. The problem isn’t with the poor and unemployed in this country, but with the government spending billions of dollars on Corporate welfare and corporation bailouts. What happened after all those bailouts?? The CEO’S rewarded themselves with huge bonuses on the tax payer’s tab. That was the thanks we received from Corporate America for our help. The Republican Party likes to represent their party as being the party for “family values”. But where are their values? Charity should begin at home, and it’s been too long now that these unemployed Americans have been suffering, Senators such as John Boehner, have shown their contempt for the poor and less advantaged in this country, and in the coming elections in 2016, the Republican Party will realize their mistake in not supporting these two million unemployed workers

    I still don’t understand why they think that a bill that has in it something to help Americans get jobs? ITS ALREADY IN PLAY! Idaho has a (WIA) Program which just started a couple of months ago! This program is called the Workforce Intiative Program, which helps long-term unemployed people (who are currently receiving food stamps) not only find work, but helps on an individual basis to update resumes, cover letters, will pay for interview clothing and gas if necessary to look for work. It’s not your normal Working Solutions program that just tells you to go out look for work and report every week with what you do, plus sign up with staffing agencies. Yes they give you a voucher for 27.00 in gas each month if needed, but it’s not very one on one. The Workforce Investment Act is more hands on, encouraging, and talk to top notch employers for you! So is Idaho the only state that has such a program? I’m sure other states do too! So I’m hearing the republicans and of course our own here in Idaho trying to convince us and everyone else that we who are unemployed are doing nothing to gain employment! Oh and if you are like me, a year of being unemployed, having to vacate where I lived, because rent and food was all I could afford on unemployment, now my creditors, and other doctor bills are threatening to put me in jail?? So if I do find a job, that I am qualified for (which by the way I did)

    Part 2 of 2: I don’t start till May 20th. When they do my background record, it’s not pretty, will they change their minds about hiring me? Because my credit looks bad? If I was receiving my unemployment still, I could of made attempts to pay something while living with a friend after I chose to leave my own place do to no money!! So our dear Governing leaders, do the right thing! Return the unemployment benefits I so deserve from December 28th till whenever, so we can be ready for a job that comes our way!!! This is only making it worse and more stressful to try and seek fair unemployment!!! I sure hope that you follow through with this bill by end of next week so others don’t become homeless like I did, and have hope instead of hopelessness. For those of you who believe the unemployed are lazy? Shame on you! More places are laying off instead of hiring! So your political agendas will come back and bite you in the ass! If you don’t do the right thing next week in congress and up the chain of command. (Part 2 of 2)
