Senate Rejects House Move to Appoint Conferees

The Senate this morning quickly killed a message from the House to establish a bicameral conference committee to reconcile differences between the two chambers’ short-term, stopgap spending bills.

The 54-46 party-line procedural move to table, or kill, the House offer came on the first day of a government shutdown in which all but essential services and personnel were told to stay home. The Senate vote was designed to show House Republicans that Democrats are committed to passing a “clean” bill free of extraneous policy riders.

Democratic leaders say that under no circumstance will they negotiate a bill aimed to keep the government operational around any provision related to President Barack Obama’s signature health care law, which faced a major implementation milestone Tuesday as state exchanges opened for the first time.

“We will not go to conference with a gun to our heads,” Senate Majority Leader Harry Reid, D-Nev., said in the wee hours of the morning, as the government prepared to shut down for the first time since the Bill Clinton-Newt Gingrich showdown 17 years ago.

In the pre-dawn hours Tuesday, Speaker John A. Boehner, R-Ohio, named conferees to a panel that likely never will convene. They were: House Majority Leader Eric Cantor, R-Va., House Ways and Means Chairman Dave Camp, R-Mich., House Appropriations Chairman Harold Rogers, R-Ky., House Budget Chairman Paul D. Ryan, R-Wis., and Reps. John Carter, R-Texas, Ander Crenshaw, R-Fla., Rodney Frelinghuysen, R-N.J., and Tom Graves, R-Ga.

Though Boehner named only the eight Republican conferees, it appears his gesture — choosing not to appoint tea party members completely uninterested in negotiating — went for naught.

While the proposal does little to bring the government out of a shutdown, it does end the House’s game of legislative pingpong.

On Monday night, the Senate rejected the House’s third offer on the CR within an hour of House passage. Earlier in the day, the Senate tabled the House’s Saturday offer within 25 minutes of the opening gavel.

The House is scheduled to convene at 10 a.m. Tuesday, and the president is set to make a statement from the Rose Garden at 12:25 p.m.

    What’s the surprise? Harry will lie and recruit others like Schumer and Durbin to concoct new lies to foist on a gullible public. In the end, the whole mess will be the fault of the Republicans. Not true, but the BIG lie worked again, didn’t it?
    I think it may be a good thing that the Federal government has been partially shut down. Think of the mistakes that will be avoided at the EPA, Dept. of Education, and other worthless Federal bureaucracies. It may save us poor taxpayers some money. It might even wake up some slumbering voters to the fact that all is not well in DC.

      Yes, the public is gullible! Witness the election in 2010 as they voted to elect these tea party Republicans. These dim light bulbs came to Congress to destroy government. They are little more than anarchists fighting the old battles of states rights and nullification of the Civil War. A reminder……the Union won!!

    Doug – you amaze me. I am not a Tea party member, but I know some very responsible voters who are. Liberal philosophy is much different than Tea Party philosophy both have a right to exist.

    I am positive there are a lot of dim wits in Congress who are elected by dim wits. However, there are a lot of Tea Party members that are well educated who disagree with well-educated Liberals. A lot of us think that Obama’s administration if destroying the American democracy. You think otherwise. I guess we’ll find out before too much longer who is right..

    I am curious about the anarchists – maybe this is another big lie by the Liberals re Obamacare.

    I am puzzled about the Civil War comparison – you see I had two great grandparents on the Union side and one on the Confederate side. Is it OK if I agree as a former WWII Naval officer that I am American period. Oh, my son is a Viet Nam vet, a Montanan – Is he then American. His two sons served 8 years each as Naval Officers one in the SEALS, the other a Naval Aviator – I hope you’ll recognize they served America PERIOD.

    I have friends who are Tea Partiers and they also served – AMERICA. Where one is born – does that decide if you are Union or Confederate? Somehow I thought we were all in the United States. By the way, if you served was it for the Union or the United States?

    Our dysfunctional bicameral congress seems to have forgotten or simply ignored one salient fact. For and by whom are we employed? I will tell them; We the People pay them far better compensation than they deserve and throw in exorbitant perquisites, prayerfully to get a reasonable outcome. Now this bunch of lollygaggers refuses to work toward a compromise on a budget. This bunch of idiots passed Obamacare, knowing full well it was unacceptable to the American people. The Chief Executive proved him(her) self to be also the LIAR in chief. His socialist sycophants, Reid, Pelosi, Schumer, Durbin, Wassermann Schultz, Mikulski and others have lied repeatedly to their constituents, to the liberal media and to our allies worldwide. Obama has become the laughing stock of world diplomacy, made outlandish threats and postured much on the order of Hitler, Mussolini, Stalin, Ahmedinajad and Quadafi. It is time for an Article V Constitutional Congress to be held between now and the 2014 Midterm elections. Some few portions of the Constitution MUST be tweeked to reverse some very bad legislative decisions which have become bad law. e.g Repeal the Income Tax and replace it with a flat tax; Repeal the XVIIth Amendment; Repeal the abominable HealthCare plan known a Obamacare ( it is not a plan and Obama doesn’t care.) Abolish the Departments of Energy, Education and Department of the Interior-All three can be administered by the several involved individual states. Mandate that Civics be taught beginning in First grade through Senior year of High School and that every school day begins with a prayer to God to preserve this wondrous nation so bountifully blessed. End every day with the Pledge of allegiance. Reaffirm Public Law 104 – 199 – Defense of Marriage Act; Reaffirm US Citizenship as a right for which there are defined parameters to include wording “The supreme law of the United States is the Constitution meaning the law of any other nation shall not be cited as binding in any US court. Most particularly Shariah Law which is an abomination and antithetical to our Judeo-Christian Ethos.
