For Tax Cut Bill, Senators Face Vote on Boosting Deficit

coburn 067 011414 445x279 For Tax Cut Bill, Senators Face Vote on Boosting Deficit

Coburn plans to force senators to vote on increasing the deficit before the Senate can pass a tax cut bill. Others are considering attaching an unemployment extension. (Bill Clark/CQ Roll Call File Photo)

Senators will likely face a separate vote on boosting the deficit in order to pass an $85 billion tax cut extenders bill, according to key Senate Republicans.

Retiring Sen. Tom Coburn, R-Okla., a staunch opponent of the extenders bill, said he would “raise every order I can” to block the bill and “try to get us to do the right thing” for taxpayers.

He expects someone on the Budget Committee to raise a budget point of order. And, “If they don’t I will,” Coburn said.

“I will raise every order I can to try to get us to do the right thing as far as the American taxpayer and our kids” are concerned, he continued.

Could extenders be used as leverage to force House action on a Senate unemployment extension bill?

“The answer is maybe,” said Sen. Bernard Sanders, I-Vt.

But Sanders also said some of the tax cut extensions are important to middle class families, including those that support affordable housing, and would help the nation move to more sustainable energy.

“There are some very good provisions and some very terrible provisions,” Sanders said.

Sen. Dean Heller, R-Nev., said he may try to attach the unemployment extension bill, which he helped draft, to the extenders measure. But that doesn’t seem likely given that Senate Majority Leader Harry Reid, D-Nev., is not expected to allow amendments.

Senate Budget Committee ranking member Jeff Sessions, R-Ala., said he will “probably” raise a point of order against the two-year resurrection of more than 50 tax cuts that expired at the end of last year.

The vote could show how Washington’s priorities have shifted away from an obsession with deficits — as borrowing has dropped to the lowest level since before the recession.

It would take 60 votes to overcome a budget point of order and waive budget rules — the same number needed to overcome procedural hurdles on the overall bill. But senators would be on record violating the budget law now in place and adding to the deficit and debt as a result.

The bill would be subject to a point of order for violating the revenue levels established in the budget law authored by Senate Budget Committee Chairwoman Patty Murray, D-Wash., and House Budget Committee Chairman Paul D. Ryan, R-Wis. The measure also violates the Senate PAYGO rule because it adds to the deficit.

The White House recently told CQ Roll Call that it believes that extenders should be offset. But, for the moment, Senate Democrats appear ready to defy the White House.

Update 5/13: The White House declined to issue a veto threat.

Just what we need more tax cuts for rich people and corporations that outsource jobs overseas with out paying for it. Heaven forbid we help 2 million unemployed workers without having it paid for.

  • Millie Stevens

They should let the unemployment extension to come up for a vote in the house.

  • rawiii
  • DJMiles

Unemployment extension don’t need to be attached to the tax extenders bill since the house is trying to make permanent 6 of the business tax credits that the Senate is trying to renew for 2 years so their will have to be negotiations before any final tax bill is passed and the unemployment extension could be brought up then.

Thank you. That’s good to know!

Piece of cake for these $17 trillion spendthrifts.

  • KDuluth

The Republicans have all signed a pledge with Grover Norquist that they would never sign a bill that raised taxes. But they will gladly sign a bill that raises national debt. This should be a clue that they are not at all Conservative, but actually radical, and that they are no longer interested in representing voters. Over half the members of Congress are millionaires. Maybe if we just voted all the millionaires out, regardless of party, we would have our government back again.

  • mrmano_0

democrats are completely responsible for this unemployment extension mess. Harry reid prevented the extension from being added to the budget. Democratic Senators whittled the Republican proposal down to 5 months from the 12 month months Republicans originally proposed.

Harry reid has kept millions of Americans from the help they desperately need and deserve.

That’s all Democrats that have created this misery.

  • blfdjlj

Offset it or don’t enact it. Expanding the deficit is never acceptable, regardless whether this is unemployment insurance or tax cuts.

  • Nemesis4Life

It’s funny…I’ve been arguing this since December. PEOPLE wake up…didn’t you read “Reid will not allow amendments” so now tell me that the Democrats are trying to help us and are for the American People. He did the same thing when he passed the unemployment bill and now he is doing it here as well. This is just a way to get all of your votes come election time. They want to take all the power in our government and then Obama can enact into law that a President can be in Office forever. Then we are stuck with him. A war is coming and they are preparing for it…are you? And…Obama will veto the bill if it’s not exactly what he wants…why hasn’t he been saying attach the Unemployment bill to it? BECAUSE THEY DON’T WANT IT TO BE PASSED…if it is then they lose your vote.

And honestly…how is the unemployment bill that was passed actually creating jobs for us? Mine will end in November (the EUC) and then what will I do? Oh that’s right just go on Welfare and become more dependent on the government and my fellow tax payers. People never see the big picture…yes we are losing everything we own, but it’s just prolonging the inevitable. Come November I would lose it anyways without having a job. And as we all know all to well…there are no jobs! And they only extended the bill until the end of May…hello, what do I do then? They will eventually have to do what the Republicans want once everyone stops siding with them…

And if you reply to this…I’M NOT A REPUBLICAN, I’M NOT A DEMOCRAT…I vote for the best candidate!

  • GreeneWolfe

Supposedly we could not afford an unemployment extension for 3 million jobless americans, but WE CAN AFFORD A tax cut……?

  • mrmano_0

Republicans have been abusing the amendment process which is why the Democratic sponsored veterans benefit bill failed in February.

Republicans are the reason that the unemployment extension has not passed.
Republicans have put the welfare of the Koch brothers over that of millions of Americans, hundreds of thousands of whom are veterans.

Paul Ryan keep the extension out of the budget. Senate Republicans whittled the bill down from 12 months to 5. John Boehner has kept the bill from being voted on in the House.

Republicans are Americas greatest threat, foreign or domestic.
