Unemployment Benefits Extension Vote Likely Delayed

Roughly 2 million workers whose unemployment insurance benefits have expired will likely have to wait until late March or early April for the Senate to vote again on an extension, Democrats and Republicans said.

A vote this week doesn’t appear in the cards with a couple of days left in the week before the Senate leaves for a weeklong recess and differences remaining over the length and the offset for an extension.

“It’s highly unlikely,” a senior Senate Democratic aide said Wednesday.

Sen. Dean Heller, R-Nev., who is part of negotiations with Democrats, agreed.

“Probably pretty slim to none,” Heller said of the chance of action this week.

But he held out hope that there could be action in the next Senate work period, which includes the last week of March and the first two weeks of April.

“I would hope so,” Heller said. “I’m not giving up. I’m just frustrated at this point.”

Nevada has the second-highest unemployment rate in the country, 9 percent, only surpassed by Rhode Island at 9.3 percent, according to the Department of Labor.

Sen. Lisa Murkowski, R-Alaska, who has also been involved in the talks, said “We are just hung up [over offsets], it’s unfortunate.”

Heller was critical of the latest Democratic plan, championed by Sen. Jack Reed, D-R.I., which would extend benefits for six months and offset the cost by using savings from the recently enacted farm bill.

Republicans believe that the farm bill savings may never come through, in part because commodity prices appear to be lower than initially forecast, which could throw off the Congressional Budget Office’s savings estimate of the bill — $16.6 billion over 10 years.

Heller recently unveiled a Republican proposal that would extend benefits for five months, according to a release. The cost of the proposal would be offset by a combination of temporarily reducing companies’ pension payments — also known as pension smoothing — extending U.S. Customs and Border Protection user fees through 2024 and eliminating eligibility for receiving both UI benefits and Social Security Disability Insurance payments.

“Our pay-fors have been used as pay-fors in the past … accepted by both sides,” Heller said.

For example, pension smoothing was used as an offset for the surface transportation bill enacted in 2012.

“If they want to get this done, they have an opportunity to do it,” Heller added, noting that in addition to him there are six other Republican co-sponsors to the bill.

In a nod to two prior Democratic efforts to pass extensions that both stalled after falling short of the 60 votes need to advance the measures, Reed noted that Republicans have had chances to join with Democrats to act.

“They’ve had several chances before to deliver and they haven’t,” Reed said.

Some Republicans have charged that Democrats would rather have the issue to beat up Republicans politically than come to a negotiated solution.

Democrats argue that the issue is one of the more recent examples of Republican obstruction in the Senate and shows their insensitivity to the urgent needs of the long-term unemployed.

Heller said that he spoke about the matter on Tuesday with Senate Majority Leader Harry Reid, D-Nev., who has made the issue a priority, and both Heller and Reed said negotiations would continue.

“He seems optimistic,” Heller said of the majority leader.

The Republican bill also would make some changes, including requiring that applicants be assessed by the appropriate state or federal agency to determine why they remain unemployed and to identify steps the individual should take to improve employment prospects, such as enrollment in a job training program.

The bill would also strengthen requirements to ensure that benefits go to those actively looking for work and those who truly want to return to the workforce. And individuals would be barred from receiving benefits if they fail to accept offers of suitable work or if they refuse to apply for suitable work referred to them by a state employment agency.

The measure also ensures that federal unemployment resources are not being used to provide benefits to millionaires.

Heller said that changes are an important component to getting Republican support.

The bill includes “needed reforms,” Heller said. “We’ve been doing this for five years. If we haven’t done the reform in five years when are we going to do it? And that’s why we are trying to get the reforms in now.”

A Reed aide recently said that while Democrats appreciate the bill, some of its provisions are “non-starters.”

The majority leader Tuesday reiterated that he needs one just more Republican to reach the 60 votes needed to overcome procedural hurdles to pass a Democratic plan. Republicans blocked an earlier effort to extend the emergency benefits in February.

“As you know we are only vote away from passing the unemployment insurance,” Reid said. “If we get that one vote we can move on it fairly quickly. But we do need that vote. At this stage we don’t have that assurance. But Jack [Reed] and I are working on that.”

But getting the last Republican seems difficult at best with the GOP rallying around its own bill.

In the meantime, more and more people are getting dropped off the rolls, having exhausted their benefits.

Since being laid off, I’ve even put in applications at places like McDonalds and Kmart, but they don’t hire guys like me over some of these young kids. Now, I have to rely on these Congressmen doing the right thing, and giving me benefits extension I EARNED working all these years, They can approve foreign aid and loan guarantees to other countries at a moments notice, but they make their suffer while they take numerous vacations and play partisan politics with people’s lives.

      UI is a temporary benefit and is defined as a 26 week program nothing more and nothing less, unless of course if you find a job before 26 weeks is up. Stop looking to the gov’t for a handout. I have 15 weeks left on UI and accepted a seasonal Job and a part time Job at night. Yes there are no benefits but its more money than UI and I’m still in the work force. If your unemployed for 99 weeks my question to you is how many Jobs have you turned down??

            Not Judging anyone in fact I have empathy for people who have been out of work been there myself. However, UI has to be paid for, is it fair for the employer to get sacked with the burdensome cost of UI each time there is an extension?

        While I am sure there are some who are okay collecting 250-300 a week and are able to survive off of it, the majority of the unemployed are making far less than they did before they got laid off. Even then its a lifeline and with it covers a modest rent/mortgage payment and food. Bills like healthcare, car, gas, etc are barely made.

        You sound insensitive because you generalize that the unemployed have turned down jobs when in reality they get one call back after 300 applications completed and sent. Ask yourself this, Why did it take you more than ten weeks to find a job?

        Before this crises finding a job in less than 26 weeks was easy, its just not the case now. Now for every position available there are dozens of applicants. Companies are feeling the loss of unemployment aid so they have closed their books too, resulting in more applicants for far fewer jobs. Get it!

          I was unemployed over the winter and no the Job that I accepted does not have health insurance but it pays better than UI and the longer you are on UI it works against you. Employers whether its fair or not see this and are most likely not going to hire you if you have been unemployed for 2 yrs. If anything extensions hurt people and statitics show that most people will find a job 2 to 3 weeks before their unemployment runs out. Extensions just keep people from taking jobs they otherwise would not accept via pay or hours that they do not like.

          Think about it… Big corporations can now pick and choose what to pay their employees because people are desperate and will take huge pay cuts just to be employed!

        Its not 99 weeks for some, people like myself have taken seasonal work but when that ends your original claim may still be “In effect” making you unable to refile for months without extensions or until your prior claim expires. How low was your UI? A part time job wouldn’t give me close to let anlone more then UI unless it paid over $17.00 an hour.

          Good deal. I’m trying to convince myself that this nightmare can’t go on forever. This is one of those easier said than done things for me to say, but I’m going to say it anyway. Stay positive. With every person you meet, starting with social services tomorrow, make the most out of every contact.

          Food for you and your child is the most important thing. Shelter is second. Whatever happens, do not disconnect from people. Like I said, it’s always easier said than done, but do it with the belief that, as I said at the beginning, this nightmare cannot go on forever.

          Always look up and always think of your child. I hope good fortune follows you and as much as I hope someone in Washington, DC is listening to us.

            As far as I’m concerned those blockheads who are standing in the way of UI Extension Reinstatement deserve every insult leveled at them. I can’t think of anything new.

            When I read your post, I just had to let you know that I am one of many here who read it and, at 61 years old, I know that survival can be tough at any age, but a young couple such as yourselves with a child, it must be frightening.

            My mother was Japanese and her words of encouragement were always “Gambatte kudasai!” Please don’t give up!

    Even if Reid gets his bill through the Senate he already knows the House will kill it. The Republican bill is the only real option but Reid is pushing his own bound-to-fail option.

      Unless you own a business YOU DID NOT PAY INTO UNEMPLOYMENT! The employer pays for it. I come from a small family business and UI tax is becoming burdensome. I’m for UI however, that being said extensions beyond the eyes can see is getting out of hand. UI is a 26 week program.

    Incredible. Just incredible. People’s lives are getting destroyed while this pack of pinheads runs in circles. I can’t believe these people are sitting among the most respected seats in the nation. I never really got involved in politics until all of this as I was too busy working and paying taxes. However, this has really opened my eyes and rattles me to the core that the same country I devoted 4 years of my life too, the same country whose flag I have tattoed on my chest, the same country where when traveling around the world I was PROUD to say I hailed from, has turned its back on me. This shouldn’t require this much effort at all. One thing I know is that going forward I will most certainly do my part in regards to educating not only myself but friends and family to ensure we at least do our part in electing Americans who are for America and stand behind us. Not in front! Behind, afterall they represent US we don’t represent THEM. How can any sane person who has even half a brain discourage economic recovery and forward progress? All this talk about it not going through the House unless its paid for is incredibly counter-productive. This money provided by the Govt. (which is literally peanuts) goes right back into the economy and assists in its recovery. How is this even debatable? Those republicans who oppose this are so wrapped up with their hate for Obama and previous legislations that they are willing to sacrifice millions of Americans out of spite. There is nothing to gain from this other than pushing families deeper into the abyss and slowing an already sluggish economic recovery. These people have to go. They need to be removed from their positions and sent on their way. We need forward thinkers who care about not just a few Americans but ALL Americans and we need them sooner than later. Unbelievable how this has played out thus far. Absolutely disgusted.

    I admit…I have absolutely zero understanding as to how these bills get passed. If both parties agree that these benefits need to be reinstated then why can’t they extend the benefits for 5 months now (that being the shortest timeframe of the two suggested bills) to provide some relief for the people that pay their salaries? Then you would have 5 months to go on your recess and take your sweet a$$ time to come to an agreement on how to pay for it and for how long the benefits should be extended. Isn’t this the logical way to handle this…or is that even possible to handle a bill that way?

      Right? That seems like the most logical and intelligent approach.That way both parties can save face and hash out the deet’s without destroying American’s lives. If they cant come to an agreement then phase out the program over the course of the year. While some people see this as a handout the reality is that these types of programs are beneficial to the economy. There is something more to this for sure. How can any politician whose goals are to keep America strong financially not understand the benefits of these types of extensions. Im with ya man I just cant wrap my head around whats happening here. Like I said earlier there are bigger forces at work. This is happening for a reason.

      They refuse to have a straight up or down vote on a clean bill to extend unemployment. They insist on pay fors and when the Democrats give them the offsets they ask for then the Republicans say that those aren’t the right ones.

      The Republicans real mission is to break the Government and remove peoples faith in what our government can do.

      All the job bills the Republicans in the House have proposed either reduce regulations on clean air and water or they defund the EPA.

      And why do the republicans want smaller government? Because they they want to return to the same laissez faire economic system that perpetuated the Great Depression.

      The Republican party is the reason we’re in this mess. Don’t be fooled.

    Having worked for the FL Unemployment office until I got laid off in March of 2013, it is amazing how the whole thing works! Each state differs – in FL our wonderful governor decided that 26 weeks was too long and claims are now only for 13 weeks. After that you went into Tier 1, but now there is no Tier 1. In other states that do have the 26 weeks as originally written, well their is no Tier 1 for them any longer. My job focused on reporting the actual number of unemployed individuals in an effort to determine if the extensions were needed. Well the numbers I came up with and the numbers that the state uses are two totally different calculations. You see they only count those receiving unemployment as unemployed. Once you stop receiving benefits, THEY say you are employed, which we all know is a bunch of bull! Heck, many people I spoke with personally in doing my data research made it very clear they were still unemployed and actively looking, others had died and in some cases actually committed suicide. Others lost everything and had to move in with family in other states, therefore they were no longer counted as unemployed in the state they used to live in. The whole thing is a crock of *&%$. The bottom line is the ONLY ones who care are the ones who are unemployed. Those who have a job could care less, and that includes the US government officials!

    there. Why..?? Our own US companies and the rich that control them outsourced.
    Sent our jobs overseas. Why Greed…!!! I live in NJ and applied for
    a tech job in Wilkes Barre PA this week over 120 miles away. The job site
    I applied on gave me an update that 93 people have already applied for it. I
    didn’t know there were that many people in that town/city. I have worked since
    I was 12 years old, went back to collage at night to get a degree and now
    at 57 I can’t find a job!!! I have been out of work 10 months and received only
    26 weeks of unemployment checks. I am currently receiving nothing…!!! Get
    it..!!! Nothing… And I look for work ever day and night… No
    Joke..!! At the current rate my savings will be gone in 2 months and I am
    scared of becoming homeless…. If we cant help our own then why do we
    give so much away to foreign countries?? I believe we should help your
    self, family and then your friends first. But we should also help
    each other…!! The main problem in this society is people are Greedy. You
    tell me how men with Billions of dollars sleep at night knowing there are hungry
    children right hear at home while their money just sits in banks gaining
    interest..!! Or knowing if they parted with just half they would
    still be filthy rich and maybe the money could go to cancer research to help
    find a cure… You see they don’t care if you or a love one dies from cancer or
    other disease as long as they have their Big Boat, Big House and Big Plane and
    lots of zeroes in their bank accounts……!!!! This is Nothing but
    GREAD…!!!!! Honestly I am ashamed to be part of this society. If you

    since I have been unemployed I have spent so much time watching CSPAN…( much more time seeking work), and I actually had no clue that cONGRESS acted like such kids on a playground, the bickering, pointing fingers, always changing the subject to another subject to suit their own needs , not that of the topic on the floor or for the American people. It is quite disturbing that it costs 24 million a week for cONGRESS to go to their comfortable playground and argue and yet never accomplish squat. It is to a point we the People may need to ask one of our allies to help the heart of America from its appointed government. I did learn and observe something that I was not aware of… Although our children no longer say the Pledge of Allegiance at school, and prayer is forbidden for the most part. Each morning I observe prayer and the Pledge of Allegiance being observed in cONGRESS…just sayin….I enjoyed school and am proud to be an American, I wonder what our children must think when we do not allow these heartfelt memories and commitments have been allowed to be forsaken …..it is the oxygen mask scenario…we Must help ourselves (the American People ) first in order to assist others or we may perish…

    Republicans seem to think that if they wait long enough we will all just go away or that they will write a proposal and we will praise them for their efforts.
    What they fail to realize is that ordinary people have to feed and provide a home for their children and in most cases they do, but because of the terrible job market the helped create, the loss of our savings – because of their failure to regulate banks and big business, and what seem to be their desire to create a country of poor, they will go home on another break – failing to do anything – again!
    When you work, you and companies pay SUTA (State Unemployment tax) and companies pay FUTA (Federal Unemployment Tax). where is the FUTA tax money that should be paying these unemployment taxes?

    Politicians get lifetime health insurance after holding a seat in congress after one term. When the government shut down a while back one of the first things they did when they returned was to vote to back pay themselves for work they didn’t do. I spent almost five years in the military and my body is failing me, yet I don’t have lifetime health insurance. I am 3 semesters away from finishing school and my unemployment was going to last until then and help me provide for my family. Now it is gone and I can’t provide for my family. ATTENTION ANY POLITICIANS THAT MAY BE READING THIS……..GO F*CK YOURSELF. You should be ashamed of yourself, using unemployment extensions as a way to swing votes in November. Both parties want to pass unemployment, but not for the Americans in need, but for the politicians to get votes. If that wasn’t the case than why are the little details such a big deal and clogging up the system while Americans are losing their homes and not able to provide for their families.

    What the government is doing really is a shame. I have been brought up that if there is something you want you have to earn it….with that said I have held a job since the age of 15. There have been a few times when I got laid off and had to draw unemployment but for a short time as it didnt take long to find another. Then I worked for a company for 20 years when I was laid off…by this time I was in my early 40′s….it took a little bit but I did eventually find another job….and had relocated. This job lasted 4 years and laid off again due to economy….this time it took almost 8 months to find another but did. Now worked for 3 years and laid off again due to military budget cuts…and have been laid off since june 2013 and been looking hard since but the older you get the harder it is for a company to take a chance on a person…I relied on the help from the extension to get me through but it isnt there and on the verge of losing everything. I did manage to find a job but since it is seasonal it will not start til April….and in the mean time the only hope I have is the extension and believe with the aid the government gives to other countries would be better spent here on american soil. And also should deal with this before they could go on any vacation because every day delayed is like a month for the long term unemployed.
    The government says they need a way to pay for this benefit….Correct me if I am wrong but if I am not mistaken that some of these same officials after office still recieve their regular pay for the rest of their lives…???? If it is true lets start there. Give them their pay for 26 weeks and after that they should have found a job…if not they were to lazy and S>O>L> and see how fast they would work to keep their job in the senate for the people who put them there.
    SO….To all the people who say that you should have found a job within 26 weeks….you need a reality check…. All I can say to you people is I have earned the right to hope for this extension that you say I am to lazy to deserve…Even now being in my low 50′s I would be willing to stand toe to toe and probabally keep up if not outwork you. And that some day you will be in the same position so I can judge.

    I am fed up too!… The government doesn’t care about their own people. Congress are not the ones who have to worry about how they are going to pay their bills when there is NO MONEY left to pay with. They can approve all of the “loans” to other countries, such as the UKRAINE, yet how about their own people? They just keep putting off the vote and people are losing their homes and they don’t care!. Obviously they just want to keep pushing all of this assistance for other countries while their own people are just as desperate.

    Some people on this board seem to act like the long term unemployed are lazy and not doing enough to find work. THAT CANNOT BE FARTHER FROM THE TRUTH!.. The long term unemployed are not looking for a “handout” just some assistance to survive. These companies who “create” ALL OF these so called “jobs” are just doing so to make themselves look good to the government. They are not doing any actual hiring. I know people who have applied to 300-400 different postions and sent out as many resumes in 8 months. Even applied to minimum jobs and temp jobs yet they are still unemployed because these companies don’t call, or they had 1 or 2 interviews with no call back. These are well educated people. The government needs to get the extention approved. Quit taking so many “recesses” everytime you turn around and start thinking of their own people.

    Its really sad that this is what our country has come to. I have worked since I was 15 years old I am a 23 year old women most people assume because im young people want to hire me? ha-ha,right. Being young is a disadvantage actually. I’ve applied everywhere. McDonalds wont even hire me. I was laid off from a great company and believe me my little unemployment checks were not nearly what I made when I was working. but it fed my family, and it kept up with our basic needs. Now without having been paid for three months our utilities are on the verge of being shut off. I have been to three interviews this month, no job offers. I no longer have gas to GO look for jobs and my internet is now about to be cut off, so how am I suppose to LOOK for jobs? I love how when I got my letter that they were not passing the extension they told me to get on welfare? Uh no. You would rather pay me to be on welfare then give me my unemployment checks that I PAID INTO? Don’t worry senates keep going on “vacations” why other Americans can’t even afford to feed their families. This country is a disgrace.

    Since late last December, more than two million of unemployed workers , have been without their unemployment benefits, due to the senate not passing the extension bill. While the Republicans continued playing “party politics”, and repeated postponement of voting on the bill in the senate, these people were left hung out to dry without any means of support. The majority of these workers, have children to support, and have had to struggle week by week, to provide for food and shelter. Unfortunately, too many of these families, were unable to hang on financially for the Republicans to approve the bill, and have faced eviction from their homes, and have become homeless. This is a real problem, and has become an everyday occurrence. I think that it’s sad that these millions of desperate people were used as “political pawns” and political leverage” between the two parties. For the senate to stall and wait while families were struggling and suffering and pleading for help, and not reach out to them and give them a hand up, is truly a crime. The Republican party has always prided itself, as being the party for “family values”, but we’ve seen very little of these “values” extended towards these families in need. Somewhere back in time, our elected officials, our “public servants”, ceased being “public servants”, and became these self-centered, self-indulgent, self-promoting, career politicians, only out for their own best interests and agendas. “We The People”, are no longer “in charge’ of our own country and destiny any longer. It’s a sad reflection of our current circumstance. I ask for those people out there who still believe in humanity and compassion, and America, to please contact your senators and demand that they pass the extension bill to help those who were still able to hold on until help comes. It’s too late for myself now. I’m currently homeless, living on the street, and sleeping wherever I can find a safe place for the night. It’s very sad that it’s come to this, for people that worked all their lives and never excepted government assistance
