The White House wants the Senate’s $85 billion tax extenders bill amended so that it does not add to the deficit, but stopped short of issuing a veto threat Tuesday.

“The Administration supports the extension of many of the tax provisions in the Senate bill, such as those that support America’s small businesses, help unemployed veterans find jobs, and promote clean energy production and research and development,” said Bobby Whithorne, a spokesman for the White House. “The President in his budget has put forward a way to pay for these tax provisions so they don’t add to the deficit and hopes that as legislation moves forward, Congress will offset their cost by closing tax loopholes.”

Whithorne’s statement, however, does not include a threat to veto the bill — either over the deficit or the lack of an unemployment extension — another priority for the White House.

CQ Roll Call asked last week what Obama would do about the Senate bill after the White House threatened to veto the House’s permanent extension of a research and development tax break because it would add $156 billion to the deficit over the coming decade.

A presidential veto threat would have amounted to picking a fight with his own party in the middle of an election year with the Senate Democratic majority very much in danger. But that no longer appears in the cards.

Because the Senate bill is another temporary patch, it wouldn’t permanently alter the Congressional Budget Office baseline for revenue — a key consideration for the White House and Senate Democrats as both parties eye potential tax reform negotiations after the elections.

Still, deficit hawks inside and outside of Congress have slammed the bill for adding to the deficit by resurrecting more than 50 tax breaks that expired at the end of 2013 for another two years.

The Committee for a Responsible Federal Budget has repeatedly slammed the bill as a budget-buster filled with tax loopholes for NASCAR and assorted other industries. Ironically, the bill will result in lower revenue than House Budget Chairman Paul Ryan’s spending blueprint, which Democrats have repeatedly criticized for not closing corporate loopholes to shrink the deficit.

Sen. Tom Coburn, R-Okla., said Monday that he was prepared to force a separate vote related to increasing the deficit on the tax cut package, which violates pay-as-you-go rules and the two-year bipartisan budget agreed to last year because it adds to the deficit.

But on Tuesday, Senate Majority Leader Harry Reid, D-Nev., was effusive in his praise for the bill.

“Today, the Senate begins debate on legislation that continues to help many Nevadans and countless Americans, as they recover from the recession. This bill extends current tax provisions that have bolstered American families and businesses, saving money and growing our economy,” Reid said on the Senate floor.

He noted the mortgage forgiveness tax break and the tax deduction for sales taxes — both key for Nevada — along with other tax breaks, including ones for renewable energy, theatrical productions, research and development, and teachers’ expenses, among others.

“We will not pull the plug before our nation’s recovery is complete,” Reid said. “By passing this tax extenders package, we will continue to build up our nation’s economy. We will continue to promote innovation, encourage industry, and create jobs. I urge Republicans to join Senate Democrats in passing this legislation. Let’s work together to continue giving American families and the economy a fair shot at recovery.”

      Given that WH isn’t issuing a veto threat over that issue, hard to see how an unemployment extension gets added. But Heller has said he’s considering trying.

        Very easy because the senate tax extender bill will not be voted on in the house for a couple reasons.#1 being they just passed a permanent extension of the R&D tax credit witch is also in the Senate package to be renewed for 2 years and plans to vote on making permanent 4 more of the tax cuts….Reason #2 Republicans oppose many of the 58 tax cuts in the Senate Bill so both chambers will have to go into negotiations and it is then when the unemployment extension would likely be part of the final deal….Republicans will get 1 or 2 of the tax cuts permanent and the Democrats will get to keep some of the tax cuts Republicans believe should be ended…The unemployment extension is a minor issue in this debate considering the final tax package will be near $500 billion A 1 year ext of unemployment around $24 billion.The final bill after negotiations would need Obama signature and tho he and the Democrats used the unemployed for political gain the last 5 months signing this Un paid for tax deal without insisting unemployment be part of the deal will not happen especially during a election year.Since 2010 all the annual tax compromises included extending unemployment tho usually are dealt with before either expire.

          That may be wishful thinking at this point. Democrats and the White House have had opportunities to insist on UI (Budget deal, farm bill, tax bill, omnibus) and they have not done so. Also, many expect the extenders package negotiations to be delayed until the lame duck. Hard to see a retroactive 12 month UI extension.

            You are 100% correct they had several opportunities to attach unemployment to bills and didn’t and a good reason for that is their strategy of using the unemployed for political gain was working perfectly….for 5 long months they had millions of people convinced that the Republicans were to blame but that will not work any longer if they reach a deal on the house passed permanent tax cuts and the Senate’s renewal of the 58 tax breaks Because to many unemployed understand by now that If the Democrats wanted to extend unemployment negotiating it into this $500 Billion + final tax bill would be very easy….Also Obama would look bad if he signed the bill without forcing EUC into the deal….They will not wait until after November to go into negotiations the house already passed 2 permanent tax cuts and the Senate will likely pass the tax extenders and negotiations would begin then but as I said Reid and Obama would have to be willing to compromise or the tax deal will be put off for months.

            It’s definitely not looking good. I have vigorously been applying to jobs, NOT THAT I HAVEN’T BEEN, but I am looking more outside the box I guess. For example, I have some art skills (no degree/job history) so I have been submitted sketches to a site where people pay $ for your art if they like it. They use it for tattoo designs. It’s interesting. But It’s a long shot cause many people submit their work. I also have been aggressive with the craigslist ads, offering to do jobs like cleaning & babysitting. I’m still applying for regular jobs, & rewriting my resume for each one! Ugh, it’s so exhausting.

    If the tax break bill moves forward then attach the unemployment bill Senate passed last month. 3-4Million lost benefits, 75,000 added weekly and 200,000 war veterans. These benefits need to be extended without delay.

    oh…and…don’t forget…once the TUR drops below 6 % ..Tier 2 becomes extinct…and..no retro pay as current bill does NOT grandfather in the TUR when EUC expired last December…so…the only Tier the States have to work with is Tier 1 not tied to TUR…guess what??..that makes implementation easier as the structure already exists..NO RETRO PAY!!….

    John Boehner leader of the republicans and Harry Reid leader of the democrats will never come to an agreement on the unemployment extension which is temporary as is the tax extenders bill. The republicans refuse to pass the democrats version including 60 tax extenders and the unemployment extension because its not the tax extenders the republicans want and the same goes for the republicans version which the democrats don’t want.

    So the bottom line is that the democrats have been ly-ing just as much as the republicans and neither one wants to fix the problem even though both ideas are temporary. It is like they are baiting the American people to re-volt against both parties which will bring America to its knees.

    Both parties should just combine what they want as both are temporary and work it out before November and stop using the American unemployed as a political tool and destroying the middle class and pushing those that are not in the middle class further into poverty.

    Reid: put the unemployment extension into the extender bill that the republicans want and Boehner: allow a vote on the unemployment extension and help the American people that gave you your cushy jobs and create a law that will stop this kind of childish tactics from ever happening again.

    And President Obama: Get off your laze behind and declare national emergencies as FDR did in the 1930′s depression to get this country back on its feet. Both the republican and democrat parties caused this mess and should be held accountable and should be brought up on criminal charges for passing laws that allowed big corporations and wall street to create this.

    The tax cut bill that was just approved is 60 times as much as it would cost to pass the extension of emergency unemployment insurance, seven times the combined yearly investment in education, job training and social services, and 10 times the budget for veterans.
